Any legal resident in the EU, including people who do not have a fixed address, asylum seekers, or those without a residence permit who cannot be expelled for legal or factual reasons, have the right to a bank account. If you need it, you can apply for a Basic Payment Account at any of our branches.
How can I open a Basic Payment Account?
Information
To open a Basic Payment Account, you need to visit one of our branches, where we will explain the features of the Basic Payment Account and whether it suits your needs. Only individuals who are not holders of another account at any Spanish institution may apply for this account.
Required documentation
- Application for opening a Basic Payment Account
- Declaration stating that you do not have any other payment account in Spain.
- National ID or another form of identification.
- In the case of individuals in a situation of special vulnerability or at risk of financial exclusion (see the conditions), you will also need to provide the documentation that justifies this situation.

What fees does it have?
Two different rates
- General rate with a fee of €3 per month. This fee is equivalent to an APR of -0.60%, which we have calculated assuming you maintain a constant daily balance of €6,000 for one year, applying a nominal interest rate (NIR) of 0.00% and a maintenance fee of €3 per month, which we would charge quarterly (€9).
- Reduced rate which is completely free (NIR of 0.00% and APR of 0.00%). The reduced rate will apply to people in situations of special vulnerability or at risk of financial exclusion, see the conditions.
Basic Information
Any balance in the account will not earn interest; for example, if the existing balance is €6,000, the remuneration for that amount would be €0.
These fees include the services described in the previous section, as well as the account opening, maintenance, and closure fees. See the information document on fees and the list of the most representative services..
If the maximum number of 120 payment transactions per year (direct debit of bills, standing transfer orders, and transfers) is exceeded, the Entity's standard fees will be charged for any transactions exceeding that amount.
What is considered a group in a situation of special vulnerability or at risk of financial exclusion?
A situation of special vulnerability or risk of financial exclusion is considered to exist when the gross annual income, calculated per family unit of a client, does not exceed the following thresholds:
In addition, there must be no direct or indirect ownership, or any real right over real estate properties, excluding the primary residence, nor actual ownership of commercial companies, by any of the members of the family unit.
A family unit is understood to include both legally married couples who are not separated and de facto couples established in accordance with the applicable requirements.
A client is also considered to be in a special situation of vulnerability when they are a victim of trafficking or sexual exploitation, in which case the above requirements do not need to be met.
To apply the reduced rate, documents proving the special vulnerability situation described above must be provided.
What documentation proves membership in the group in a situation of special vulnerability or risk of financial exclusion?
In order for the reduced fee for the Basic Payment Account to apply, all parties involved must be in a situation of special vulnerability or at risk of financial exclusion and must provide one of the following documents as proof:
- Number of household members: family record book or registration as a domestic partnership.

Household income:
- Income certificate
- Last three payslips.
- Certificate of unemployment benefits or subsidies, indicating the monthly amount received.
- Certificate of social assistance (social wages, minimum insertion income, etc.)
- In the case of self-employed workers, certificate of benefit for cessation of activity indicating the monthly amount received.
- Ownership of assets: Wealth Tax Certificate.
When the above documentation is not available, the client must provide a report indicating the composition of the household or stating that the client is eligible for a free Basic Payment Account, as applicable. This report must be issued by the social services of the City Council where the client is registered. In the case of victims of trafficking or sexual exploitation, this can be accredited through the unified accreditation model issued by social services or a specialized entity in the field.

La Cuenta de Pago Básica (CPB) te permite realizar la siguiente operativa:
- Ingresos y reintegros en euros (estos últimos se podrán realizar en cualquier oficina de la Entidad en España y en cajeros de ABANCA dentro de la Unión Europea).
- Además, con esta cuenta pueden realizar hasta 120 operaciones de pago anuales en euros dentro de la Unión Europea, entendiendo como tales: domiciliación de recibos, órdenes de transferencia permanentes y transferencias realizadas tanto en nuestra red de oficinas como a través de los servicios de Banca a Distancia de ABANCA.
- Para poder operar a distancia los clientes pueden contratar una tarjeta de débito, o prepago, y realizar compras, incluyendo pagos online dentro de la UE. También pueden contratar los servicios de Banca a Distancia (incluye buzón de banca a distancia).
No se considerarán operaciones de pago y por lo tanto no se permitirá la vinculación a la CPB de ningún otro producto o servicio que no sean los detallados en los párrafos anteriores.
Solo pueden solicitar esta cuenta las personas que no sean titulares de otra cuenta en ninguna entidad española, además deben ser residentes legalmente en la Unión Europea, solicitantes de asilo o, que aún no teniendo permiso de residencia no puedan ser expulsados.
